Najibullah Siddiqui

Open to senior TPM, delivery and architecture roles in India and the GCC

I build and run the systems a country applies through.

For the last few years I have led architecture, engineering and delivery for a central government recruitment platform. I took it from a legacy monolith to microservices, and I am still the person in the room when a release goes out or something breaks on exam day. It has handled 2 crore+ candidate applications since going live in February 2024.

Every stage of a recruitment cycle runs on my team's software.

A recruitment cycle is a fixed public calendar. Each stage is a release window with its own load, its own failure modes and its own deadline that cannot slip. Highlighted stages are capabilities I shaped and delivered.

  1. Registration

Candidate onboarding on web and the candidate mobile app.

  2. Fee payment

Bank payment gateways integrated behind security controls.

  3. Eligibility scrutiny

Operational gaps turned into change requests and delivery plans.

  4. Question Bank Vault

A secure vault with strict access control and a full audit trail.

  5. Admit cards

Centralised admit cards and candidate self-slotting.

  6. Identity check

    Aadhaar-based verification of candidates.

  7. Answer key

Answer-key challenge window, a sharp traffic spike.

  8. Results

Result publication under peak public load.

  9. Allocation

Allocation workflows after results are declared.

  10. eDossier

Digital dossier workflows for selected candidates.

Capability I shaped and delivered. Every other stage I keep running in production.

Three pieces of work, and what I personally owned in each.

Problem, my part, and the result. The client is the Staff Selection Commission, a central government recruitment body under the Department of Personnel and Training.

Architecture and migration, live since Feb 2024

Moving a national recruitment platform off a monolith without stopping recruitment

MicroservicesAPI GatewayRabbitMQPostgreSQLRedisKubernetes

2 crore+candidate applications handled by the new platform across recruitment cycles

Problem

A legacy MVC monolith with tightly coupled releases and growing integration load, under heavy pressure every time a recruitment window opened.

What I led

Service boundaries, REST and integration patterns, the gateway, messaging, data design and caching. Containerised delivery and CI/CD, monitoring and alerting. I stayed hands-on through implementation and go-live.

Result

Live in production since February 2024 and carrying every recruitment cycle since, with Aadhaar, DigiLocker, UMANG and payments integrated behind RBAC, SSO and WAF.

Program delivery, ongoing

Running two programs against fixed exam dates that cannot slip

30+ people7 functionsRelease governanceIncident command

Problem

Frontend, backend, database, DevOps, QA, support and operations all shipping into the same high-stakes windows, with dependencies crossing every team.

What I led

End-to-end delivery of platform operations and the Secure Question Bank Vault. Release planning, readiness reviews, rollback plans and go/no-go calls. Critical incidents from diagnosis to RCA and preventive action.

Result

Shipped the candidate mobile app, centralised admit cards, Aadhaar verification, self-slotting and eDossier. Gaps I spotted became approved change requests and new workstreams that grew the account.

Secure systems, ongoing

A Secure Question Bank Vault built for zero tolerance

Vault storageRBACAudit trailsControlled access

Problem

Some of the most sensitive data in a recruitment cycle has to stay locked down, with no single point of exposure.

What I led

Program ownership of the Secure Question Bank Vault, with role-based access, controlled workflows and full auditability designed in from the start.

Result

Runs as its own dedicated program alongside the main recruitment platform.

Predictable delivery is designed, not hoped for.

On release night the question is never "is it done?". It is "can we take it back if it goes wrong?". This is the gate every release passes through, and the escalation structure I set up between the client and my team.

Release gate

Run across application, infrastructure and database teams before anything reaches candidates.

  • Scope prioritisedOnly what the recruitment calendar needs right now.
  • Readiness reviewedEvery dependency across teams validated.
  • Change controlledNothing ships outside the agreed change.
  • Rollback plannedA rollback path that can actually be executed.

Layered escalation

Each level on the client side has a counterpart on mine, so nothing depends on one person's phone.

Module owners

Escalations travel up with context, options and a recommended path, not as a problem dump.

Two owners per critical module

A primary and a backup, so releases and incidents never wait for one person.

Incidents end in prevention

Diagnosis, mitigation, stakeholder updates, then RCA and a preventive action that is actually closed.

Still hands-on

I read the SQL, follow the APIs and code, inspect deployment flows and sit in design and diagnostic sessions.

The team is the system too.

I grow engineers through architecture reviews, technical guidance and gradually handing over ownership.

30+

people I lead today across two SSC programs

25+

engineers mentored through reviews and ownership

20+

graduate trainees helped toward full-stack roles

6

promotions supported on the team

From writing the code to owning the outcome.

Every leadership layer sits on top of years of hands-on engineering, which is why I can still argue about a query plan in a release review.

2015 to 2020

Building

ASP.NET and SQL Server business apps, then Angular platforms for education and payments, including an Angular 6 to 8 upgrade carried through regression and release.

2020 to 2023

Leading builds

Led an ~8 person team on the XNET HRMS revamp while shipping eCommunity in parallel. Built XMON, an internal monitoring product for servers, APIs and databases.

2023 to now

Owning programs

Architecture, delivery and production for SSC. Four Cubastion awards for delivery and ownership, and represented the company at two industry conferences.

Tools I have used in production.

Knowing tool names is easy. The value is knowing where scale, coupling, security and operations actually fail.

Architecture

Microservices, API Gateway, REST and integration architecture, asynchronous messaging, caching

Backend

Node.js, NestJS, Java and Spring Boot, Python, ASP.NET

Frontend

Angular, React, Next.js, JavaScript and TypeScript

Data

PostgreSQL, SQL Server, MongoDB, Redis, RabbitMQ, SQL optimisation

Platform

Docker, Kubernetes, Jenkins, Harbor, Argo CD, Grafana, Prometheus

Government integrations

Aadhaar, DigiLocker, UMANG, bank payment gateways, SSO, RBAC, WAF

Need someone who owns both the system and the outcome?

I am looking at Senior Technical Program Manager, Technical Delivery Manager and Solution Architect roles in India and across the GCC.
